did you spend your points that you get with level up? you should have a total of 28 focus points and 10 attribute points spend at your level.
Edit: the green isnt the cap btw, well it is a cap but just soft cap, the hard cap is first reached when the number turns orange, then you cant level a skill anymore like you can see here:

two handed is orange so i cant learn anymore in that skill

Imho, best way to get character xp is to kill stuff.
to get the necessary hardwood i was usually buying wooden hammers.
it requires a little bit of set up, unlocking the necessary pieces, the thamaskene steel and getting enough companions to actually being able to make enough charcoal, steel and swords but as soon as it gets going leveling is super easy.
i got my main char to level 40 with that technique and only didnt go further because it was freaking boring. and all other companions were also very high level.
oh and btw yes, even if the skill is red if there is any gain of experience in that skill the character gets character xp. character xp is not modified by learning multipliers.

What? I'm AT the level cap in ALL skills.
To be clear, are you saying "Even if your 1 handed is maxed out at 225, you can still get XP for your character by killing things with 1 handed weapons even though you won't get 1 handed skill levels."
Because if that is true then you have solved my issue and also I'm mad.
You have "character xp" that work against level of your character. And then you have skill/focus level, which gains based on use of the skills. These will reach a cap until you increase the level of the focus.
So increase character xp until you level up get another attribute/focus point, then you can assign these and advance in the skill focus. Character leveling is a slow grind, but the more you focus on gain character xp the faster you will level up everything.
Attributes, focus points, and learning rates do not cap your character level. If you are not leveling, it's likely because you have stopped doing whatever activity was generating your experience.
For the majority of players, the single largest source of experience for any character is enemy kills, and as you have progressed through the game and expanded your own party, you personally are likely getting less and less kills as you let your troops carry the battle. Make sure you are getting kills yourself. Siege defenses are a great way to get a lot of kills in a short amount of time, but a bow from horseback can be used to great effect in almost any battle.
You may have also assigned clan roles to other companions. While this is a comparatively smaller source of experience compared to kills, it is still a passive source of character experience that is missed when it is gone.
Other relatively easy sources of experience are trading, soloing bandit hideouts, gaining relations for notables, smithing, and prison breaks.
just tested it, i didnt remember what type of sword parts i was using to make 100k swords but even smelting 24k swords gave me 100k xp for 80% smithing stamina, so it still does work.

Yep thats pretty much it. Every time your character level goes up you get points to spend. just keep fighting and your character level will keep going up and youll get more points to spend. It just really slows down in the teens. level ups used to be quicker but I think they slowed down progression in recent updates.
