What is "Birth and Aging Options" and what does it do?

What is the "Birth and Aging Options" module that comes with the game and what does it do? Why is it disabled by default?

It allows NPCs in the game to have kids and grow old. NPCs can die of old age from the late 40s onwards.

You can turn it on or off when you start a game, but you cannot change the setting in that game.
