If you want a promoted clan to do good, you need to make sure the dudes there get married by offer up people from your own clan. Even you do, you need to babysit the clan to get it to rank up to higher tiers to be able to field more parties to be of any value.
I do think you've given yourself the best possible chance by fostering a wealthy estate and high clan tier..
Its a long view but maybe all you can do is make sure the kingdom has enough viable children being born. So as few imprisoned lords as possible and as little war as possible. Full prosperity for as long as possible will improve lineages chances, and the opposite being true on your enemies.
In a game such as CK3, children can be both a blessing as a weapon you can curse upon your foes, or a major headache of your own when they start murder each other over power. ;p
Like you die, and you have 6 children and they split your kingdom between them, you end up with a dingy castle, and have to retake all your fiefs and kill all your siblings to get back what you lost?, no not really -)
At this point there are plenty of young, single females in my kingdom and at least half of them are not related to my clan at all. So from that perspective there are possibilities.
There was another clan with only one member left (male). I managed to marry my granddaughter to him. This resulted in 5 kids (3 boys), so they will recover eventually.
In order to increase conception odds, since both husband and wife were leading parties, I made sure they both were in my army and it worked extremely well.
I just have this one clan that seems to be in trouble. You may say that is a pretty good success ratio, but I really wonder under what conditions AI clans marry each other. Perhaps there is something I can do besides wishing my brother death while his wife is still young enough to have children... (I am still not sure if that will even work, but we'll see).
One day hopefully, the limitations on player-built kingdoms will be solved and we'll be able to expand this kind of gameplay onto another layer.
