I have also heard that some villages that once provided elite units (fians,banner knights, etc) are no longer doing so or have moved to other villages.
So basically its rng, one game you might be lucky and your faction/area has many high tier spawns which replenish all the time and the next game you can almost only recruit tier1 units...
The units are more likely to be higher tier units IF the notable has greater influence (regular[1] < influential[100] < powerful [200]), if the location is more prosperous (prosperity/hearths). Additionally, only certain notables will spawn the noble units (the ones that can have tier 6). I'm not exactly certain as to the rules for this one, but those notables will always spawn the noble units.
Regular is 0-99.
Influential is 100-199.
Powerful is 200+ (I don't believe there is anything above this because I've seen a notable with >550 and it was still Powerful)
Influence only affects the tier of the troop. Noble troops are only spawned by specific notables (I'm not certain if "Powerful" is also a requirement).
I have only played on patches 1.2 and 1.4, but so far as I have seen, only certain notables will have the "noble" recruits. For instance, in my current playthrough, I own both Danustica and Vostrum (so I'm there quite often) and all of the notables there are "Powerful". However, I have never seen a single noble unit (Imperial Vigla/Equite/Heavy Horseman) being available to recruit. Instead, the same one notable of the three available notables at Polisia will only spawn Vigla/Equite/Horseman troops (he is "Powerful" as well though, so that may be one of the requirements to spawn noble troops).
If you have enough charm, you can afford to do the quests since your relation gains will always outpace your relation decreases. Just make sure you're doing quests for everybody instead of just one side.
