Leveling up my sister as governor
Recently, my sister has come of age and she has pretty good stats attribute wise (4-5 in every skill on average, 6 in social and intelligince) I made her the governor of Lageta, my first fief. There is just one problem, she doesnt seem to level up steward or engineering skills 🙁 I put full focus points into both but she hasn't increased them in any way.

Can someone pls tell me why that is the case and how to fix it? Is there no skill gain for governors? If not, how can I train her the fast way?

A character that is slotted as a govenor will level VERY SLOWLY. You are better off let a character run their own party for a while to level such as steward much faster, then later slot them as a govenor.
As Ruffio mentioned, party lead will hasten steward, scouting, medicine and engineering plus roguery and trade thru prisoners and loot sales. Tactics too is theyre allowed to run solo, otherwise you gotta hope they take over when you get downed personally.
A strong set of combat stats and equipment will further develop her faster via combat to assist in lvling.

Engineering can be fast tracked by running a formation in a siege with just your paryt leadrs in your group, order them to follow and use the siege equipment yourself then disengage and whoever slotted next to you (on your right) will take over. Its possible to jostle them around until you get the specific person you wish for per siege.

Governor is kind of like a retirement plan, when your kids arrive to take her party leader role (should you play that long).

Thank you, I will try that and give her a party. Btw. can the player act as a governor himself? I was wondering about that because i couldn' select my character as governor 🤔

The player cannot be a governor. When choosing perks, don't bother with perk choices that only help governors for your character.

I like to assign either my sister or my younger brother to run a caravan because, unlike my main, they can get Trade experience for it. It takes a few years, but they will eventually hit 300 Trade and can buy and sell fiefs. Once they hit 300, I put them leading a party to get them some Steward experience, then eventually, I will retire the main and make them my heir.

They we go fief shopping.

To be honest, training your siblings as governors is a waste of potential. There are a few very valuable jobs that an NPC can do just as well as the player character and an NPC groomed for the task can do MUCH better than the hired companions you can get. For example a master smith or siege engineer.

Also, get rid if Lageta. That town is a ♥♥♥♥♥♥♥♥. There's probably no other town on the map that changes hands as often as Lageta. Chances are it has already been pillaged back to stone age by the time you got it, and even if it's still half intact, be prepared to fend of dozens of sieges in the next years.

I cheated my way to trade 300 because I didnt wanted to grind that long but this is a very clever way and I will do that in the next playthrough, didnt think of that

you are right, she is far too valuable, but all my other companions have ♥♥♥♥ stats or very low intelligence and I need a governor.

Lageta is a ♥♥♥♥♥♥♥♥, but it is the birthplace of my characters parents, so my challenge for this run is to keep it and develope its prosperity as far as I can :D I dont have a kingdom yet, there was a rebellion in Lageta and I saw it as the perfect opportunity to seize back my hometown and rebuild the empire from there

Lageta can be a great place to build economy. It's one of the areas I've used. If you can also get the town to the south (Ortysia?), and the three surrounding Empire castles, you can get a lot of trade going, and the trade bound villages are good for workshop production.

If the town has already been nuked from repeated sieges, this may take a while.
