Afaik (not 100% sure). If you equip a banner to a companion/clan member and let them lead their own party the bonus will apply to their entire party.
You mean an "army" of several clan parties. Or you refer to your party as your army?. To increase your "party" speed. There is perks you can pick that increase it.
Nomadic Traditions, Sweeping Wind and, Riding horde from Riding will affect speed.
Scouting have a few ones as well that keep add up. Forced March and Tracker come to mind. Some others is more situational to what type of terrain you would prefer.
Make sure you don't have herding penalities it will bog down your speed. Thumb rule is 2 animals per person in your party. That include the horse they would be riding. It also applies for livestock such as hogs, sheeps and cows.
