If you have the "complete" banner, then you have it in your inventory. If you don't have it in your inventory you don't have it.
Crux is... You gave the banner to another faction leader.... You picked the step in the campaign quest to support another faction, thus, you can't just go back and do a redo. They die and you become faction leader, the campaign quest basically fails. The banner itself is trash in regard of bonus it give.
It is not possible to complete the campaign as faction leader of one of the starting factions.
