depends on if we are talking about ancient romans or later medieval warfare, the roman legions used thair scutums in a phalanx like shieldwall formation, though with a short sword instead of the phalanx typical spear.
but the roman leagions for the most part also were highly trained professional soliders who trained for that style of warfare.

I mean the important part is actually that You can crouch - and with a big round shield it covers You pretty well. Actually with some guys crouching - some guys standing - it would also be possible to have the turtle formation with round shields...
