Do you have mods?
Do you have NVIDIA?
Did you try to update your DirectX?
Did you try to update your graphics card's drivers?
Did you try to uninstall and reinstall?
Did you check files integrity?
I have a crappy puter from 2016 and the game runs like a charm.
If you have any AV that keep grind your system all the time. Disable it while playing,
You'd need to provide more about your system for help.
I have the same processor as you, 16gb ram and a cheap version rtx 3050 with the game on a nvme ssd. It can stutter in battles but for the most part is stable frames without lag.
Do you have issues with other games or just bannerlord?

I have both those mods and I can tell you they are not the issue.
AMD is your processor.
I would think it's either your graphics card ( how many GB can it process? ) or the way you have the game's graphics set.
Turn off "Bloom"
Turn off "Film Grain"
And if you can set it on "Perfomance" in NVDIA if your PC has it. If it doesn't I suggest you download it, it can also help, has different settings for each games you play.

Else - ye, system specs would be nice. I basically play the game on a 10 years old PC with no lag at almost highest settings, but reduced people on the field.
Also i´d try it without mods first. Like "dismemberment" sounds like it could costs some performance.
