Steam Workshop or Nexus Mods?
Is it better to mod this game through workshop or nexus?

I prefer Nexus because it gives you more control.

As I understand the workshop, it only keeps the most recent version from the mod author. So if the mod is updated and is no longer compatible with your game version, you're SoL. If the mod updates in the middle of your game, your save could be screwed.

The Nexus keeps archives of older mod files so you still have access to them.

Of course, if the Workshop is the only source for the mod you want, then I'd recommend the Workshop. I believe you can still get a copy of the mod file - it's stored somewhere else in your Steam files. Make a copy of it somewhere and manually install it yourself, just make sure you keep your backup safe.

nexus, but NOT VORTEX.

main issue with workshop your inability to control versions and updates, while it is somewhat eliviated with vortex, it still have issues. Best way is to use some of community-made mod managers SPECIFIC to a game and maintain mods manually.

So nexus, manual is da best. Once you get a grip on it it is unlikely you would face save corruption, mods starting to randomly crash and so on.

Nexus.
The workshop doesn't help in choosing the right mod/version, plus it's better to install mods manually without Vortex.
