They will gain skill in all 4, when they engage in that activity as they carry on with their daily duties.
Because that is how the developers coded the game. Shrugs. If it changes in the future, who knows, TW has not indicated it will.
But why, oh why, for the love of god and all that is holy, would they do that? Why? Why? Why?
Probably because they would need to do a massive amount of work creating tons of NPC's, setting their skills ect, lowering game performance as they would all need to be tracked and deal with skill ups for next to nothing added to the game. It's far less work and probally better overall to just have the single person fill the roles.
Going by screen shots and how everyone talks about it in the forums and Reddit most players don't even use them outside of captains for combat roles. Most people build their characters to do everything as we gain benefits for doing so and have no real reasons to go over 150 for most combat skills.
It's better to learn medicine yourself for all of the personal skills, or skills that effect your clan as an example. It's the same with a quartermaster and you only need like 50 scouting. Plus if your dude dies... Well better find a new one. I use them myself sometimes for RP rather than what's the best thing to do.
