I dont have mods.
Im not sure if the city was captured as I didnt pay attention to it.
A rebel city had the same issue and the quest failed.
Uninstall and reinstall ( make sure you delete everything in the M&B steam folder )

Why am I missing files? Other Taverns have people in them. I don't have the internet speed to casually reinstall my game 5 times a day.
Or could it be that the OP had mods and then deleted or disabled them, but doesn't want to admit to them.
Apparently it was just a Bug. Tho I wonder what caused it.

Well you can assume all you want because I'm not someone who plays this game with mods. Skyrim or Rimworld are my only 2 games I heavily mod the ♥♥♥♥ out of. And Warhammer 2 to be honest.
Bannerlord Vanilla has always been fine for me and the updates keep the game interresting if you come back to the game after a few months.
Like for example this time - I haven't played in Months and now came across this random problem which confused me. I come in here asking for my problem and you clown come in here thinking your own part and strawmanning me. Like what kind joke do you want to pull here?
Forums say this bug was fixed in 2020.
