Console cheat to get fief?

I gathered a huge army and spent a lot of influence to capture a city. But the ruler will keep it for himself instead of giving it to me, and I really want this city. Is there a console command to change ownership of that holding?

Do you know how I can increase construction points, loyalty, prosperity/ or place buildings directly?

You will probably need a cheat mod to do those kinds of things.
