The 'propose alliance through marriage' is usually to marry off your own kin.
I think they just glanced over your topic, and assumed you had failed your persuasion with Liena in order to get her to marry you.
Another thing to take into account is your own chars. age. If you passed the 38-40 mark *right* after talking to her, you can't marry, since you are no longer considered 'viable'.
And if I memeber right when you fail it she says that as an excuse to ditch you.
Oh, if you fail any persuasions at all, you can't get them to marry you. There's a mod that edits this. But otherwise you're SOL.

Is this the case for the other way around too? For example there's a woman I like, she's single, but she's over 40 and I can't seem to declare myself an admirer.
Yup.
Basically there's an 'Age' range. If you're beneath 18 for example, you are in the 'Child' category. 18-40? Is the 'Adult' age. Over 40 and you are an 'Elder', or something. So yeah, I have just looked at the files and haven't tested in-game, but yeah, if they also hit the 40 mark you shouldn't get any options to woo them.
