I Can't Create a Kingdom
I've gotten to the point where I've fixed the dragon banner, I have over 100 soldiers, clan level 2, I own a city and a castle, I have two companions.

So why can't I complete either mission to create my own faction? I've tried talking to both Istiana and the other guy and the only option that comes up is "I'm working on it."

How do I create my own faction? I can't open the kingdom tab or use diplomacy or anything of the sort. Are player kingdoms a part of the game yet? What have I done wrong? I've filled every requirement.

My clan is actually level 4, I have garrisons in my castle and my city, my two companions have their own parties with around 50 soldiers each. I still only get "I'm working on it" from both characters I speak to.

I know this is an old topic, but I now have the same problem in 1.4.1. Wanted to go along with the main quest and 'create an imperial faction'. Got the banner, conquered Epicrotea, fulfilled the requirements, and in the quest it even says "You have fulfilled all requirements to create your kingdom. Tell Istiana that you will support your own kingdom once you have created one."

The only thing I can tell Istiana now is "I'm still working on it". Creating a kingdom through the clan menu doesn't advance the quest.
So I can't talk to her to create a kingdom, and if I create it myself I can't advance the quest.

Am I doing something wrong or is it a bug in 1.4.1? Or perhaps the 'Community Patch' mod is messing things up?

you must not be a member of another kingdom or a merc. for one. worked fine with me today. make sure you meet all the requiremnets. As for me when I 1st took a city I ended up putting to many troops in the city. So when I get to talk to its said Im working on it. I was like wait everything was green checked check once more and my troop number was no longer check. added some more and went back. All fixed. Please note once you do this you will get about 1 week of peace then its war after war after war no matter what you do.

1.4.1 having the same problem. Has all tick marks. And I'm certain I have enough troops and not a merc. Even tried Arzagos. Since the story is crap anyway, I went ahead and use developer console to cancel all quests and just create kingdom with console.

Is your clan level 4?
In order to create a kingdom you need clan level 4.

Yes, I checked all requirements multiple times and as I said, the quest log even stated "You have fulfilled all requirements to create your kingdom".

I have the same problem (also with 1.4.1 Stable on a pre 1.4.1 save).
I couldn't directly solve the issue but I found a work around:
First of all I downloaded the developer console from Nexus Mods (there are quite a few videos how to install it) after opening it you can enter the command: "campaign.create_player_kingdom" and voilà you got your own Kingdom. By the way this also works if the quests for creating a Kingdom time out. I hope I could help.

I fullfill all the requirements for a kingdom. Own a castle, have 125 troops
Im independent yet the checkmark doesnt happen so I cannot create my own kingdom
