In general, it is not good idea to horde focus points, since more focus you have on a skill, faster you learn it. Use them when you get them, each level gives one, and every 3 levels you get attribute point.
Did they just change the formula for skill cap, or is it the same? Is there a link to explain the formula? Sorry, I just play, never read haha.

Your skill multiplier goes down as you gain skills and further away from your skill 'limit'. When it reaches 0, you literally gain 0 experience in that skill.
5 focus points + 7 attributes is at least enough to go beyond 280 skill, probably fine up to 300 as well.
If you have a skill number that has turned orange then put a skill point into it if you are intending to use it like riding bow/crossbow. You will not get enough skill points to be a master of everything so focus on what you need. Stewardship/trade/riding/bow/1 hand sword are my main focus, I regret bothering with some of the others at all since its really a waste of a skill point.
