Report a translation problem
"Program Files (x86)\Steam\steamapps\common\Mount & Blade II Bannerlord\bin\Win64_Shipping_Client" and find the exe there.
Edit: I can launch it from the exe, but just noticed no mods are active.
Edit2: Deleted everything, mod folders, unistalled, game setting files etc. Reinstalled, slowly added mods, and launcher worked. Started a new game, was working fine. Then tried to resume the game later and launcher works but game crashes on intro screen.
What it sounds like is the launcher problem from when people were using mods as load order was getting messed up.
You mentioned doing all the reinstalls of visual studios. This software is for coding/making mods. If your not using mods, why is this of importance? Did you do some coding of the game files?
Either way the fix for others, that may also help you is to use the 'Fixed Launcher' mod from Nexus

Try this out and insure that the games modules are in correct order
Also regarding mods, even when you delete the game and do a fresh install, any mods you were using will remain in your bannerlord folder. You need to insure these are all deleted.
It is also possible that if you downloaded a mod before that you did not unblock some of the files which is causing the crash now.
The mod will not show up in launcher but it will still cause a crash.
So try the mod fixed launcher.
If that doesn't work
Insure all mods and non game folders/files are deleted, then verify game files in steam.
Try to launch game, if that doesn;t work repeat action on downloading fixed launcher and try to launch.
If you have blocked files from mods then deleting everything should fix it.
Blocked files seems to be only an issue for those on Win10 and were they didn't use WinRar to extract the files to the Bannerlord folder.

Part of the fixes suggested by the pinned comments on the launcher not launching suggests installing or reinstalling a bunch of microsoft code, checking driver updates, and checking OS updates. I did all those, but as I stated, I have not downloaded any mods whatsoever. It's vanilla. So I don't think a mod that fixes the launcher not displaying mods properly will help me in this situation.
At this point im kinda resigned to waiting for the devs to fix this.
Possible Devs could fix it due to an issue with the software or hardware you have, but I feel it should be something you can do unless you have a pc that is below minimum requirements in some category.
Try using the fixed launcher mod either way to make sure the game modules are in order;

Sandbox Core
Custom Battle
Sandbox
StoryMode
EDIT: a more detailed explanation of what I did:
+ Used Steam's "Verify File integrity" (this removed mods like fixedlauncher)
+ Deleted all mods
+ Launcher works again, started game normally
+ close game
+ copy mods into the folder again
+ activated mods in launcher
+ game works as normal
Yes. I deleted all mod folders, all setting files, and can play by launching directly from exe, no problems saving.
