(There are mods that let you edit the troop tree's, you COULD make them have some ;) )
Empire Unit definitely use their javelin but not all of them due at higher tier infantry units transition to heavy armor spear unit and loses their javelin.
Tier 1 unit doesn't use javelin. I believe empire have their own dedicated javelin units they are noble units but in higher tier they become heavy cavalry.
Showing you really don't need to upgrade all your units to higher tier.
Imperial trained infantry is the only imperial unit that have javelin.
spitems.xml to see what those items actually do.
(melee/thrown weapons you then need to look up crafting components unless you have a copy in game to check)
Actually you are able to throw the Pila. Press X while holding the Pila and it enables the weapon alternative mode and allows you to throw it, just like pressing x while holding a javelin allows you to use that as a spear without thrwing it.
