Are they any decent complete overhaul mods yet?

Base game is still unambitious and hasnt improved in any significant capacity in almost 4 years.

Are they are overhaul mods that are in what feels like a fully functional state? I see all these cool armor mods and ive tried some of these really cool mods but they are never complete. I dont want to play an ancient mod if the vanilla Sturgians are there to ruin it all.

Not that I've found. You need to piece together a bunch of mods and sort of make your own overhaul.

Realistic Battles and De Ri Militari are a good place to start.

Looks like Banner King launched their own Caldaria Expanded as a separate extension. BK itself was decent at the very least for a bit more generational focus and a bit more progressive leveling. Not too sure about BK: Cultures Expanded yet will have to run a run through, but initially adds a bit more cultures, double/triple the number of factions, and maybe doubles the number of settlements.

realm of thrones and the warhammer fantasy mod i think are the most fleshed out at the moment. both can be found on moddb

No. And there propably never will be.
I hope I'm wrong but I doubt we'll ever see anything of the Brytenwalda calibre for example.
