You're not using any "gaming keyboard," right? Just a standard 101-compatible keyboard?
Any localization issues? (ie: Do you have a keyboard that is not a US-Standard 101 Keyboard?)
Do you have a Controller hooked up to your PC? If so, that can be responsible for control issues as the game will auto-detect it. Disable/disconnect it, if so.
You're not playing through any "Streaming" service, right? NVidia/et al?
Are any non-combat commands showing "delay?" Anything at all, like switching menus or making selections or anything that is not attributable to a delay due to rendering the next tile, graphic, or scene? (For instance, hitting the ESC key should bring up the in-game menu, but there may be a slight delay at first. If you close it then bring it up again, that graphic and interface should still be cached, so it should come up almost immediately. If it does not but still takes just as long, that may point to something else going on.)
Character movement is subject to slight "momentum." In animation terms, this gives "weight" and "mass" to the feel of character movement. This is a "good thing." :) But, it may take some time to get used to if you're used to playing similar games with no such animation effects.
In answer to the second point: standard keyboard built into the laptop, no controller and no streaming device- have also disabled Steam overlay but this didn't improve matters.
Non-combat commands (Esc and Tab) are indeed also delayed so it doesn't seem solely to be character movements and commands. It's a more substantial delay than standard momentum - I first considered whether it may be to do with horse riding skill in the game but the issue arose on foot as well. Hitting Esc takes just as long the second or third time to provoke a response- so I do wonder what the issue is.
I don't play many first- or third-person games on laptop but as I say, I noticed a milder version of the same problem with Jurassic World: Evolution in the context of moving the camera using WASD.
I've never heard of this issue. Not in forums or anywhere else. This thread is a necro from the second month of release. I assume OP had "User error", probably a wireless keyboard that needed to be Re-Sync'd or batteries changed. How do I know? It's happened to me in MULTIPLE games over the years.
Regardless, If you see a thread from july 2020. and no other mentions of it.. You can safely assume this was not a "game issue", it was a user issue. and on the miniscule OFF chance it was a game issue, it must have been patched out 2 years ago. Since no one commented.
I'd check what Morkonan said, see if that works. if not, see if your keyboard is wireless, if so, check batteries, or Re sync it.
Other than that. I assume NO one else has had it in 2 years. (especially since forums tend to be flooded with the same 5-10 bugs/issues multiple people have had over the last couple years.. If this one was common, we'd see it more than once, from ONE guy)
Good point. It could be the USB port. I didn't even think of that. Which is not smart of me.. because a couple PCs ago, I too had a USB port messed up. You'd think I would remember it :)

Never heard of a wireless keyboard that is built into a laptop before. He did say it was a laptop keyboard.
I've had a similar issue in the Assassin's Creed games. Pretty much always the W key to move forward (actually can happen with any key, but since the W key to move forward is the one most used, its the one that usually has the problem.)
I found disabling my internet while playing stops it entirely. Might work here as well.
