It turns out:
campaign.add_troops imperial_palatine_guard | 20
And in this form, everything works
The one last idea I have is that the console is registering "campaign.declare_peace Vlandia Battania" as correct, but whatever actually applies the command isn't. So, you end up with two line that look like this (looks the same for the declare_war command, but in place of the word peace, is will say war. Of course that should be obvious, but just thought I'd mention it.)
campaign.declare_peace Vlandia Battania
campaign.declare_peace [Faction1] | [Faction2]
No error, doesn't mention that the faction isn't found, nor that the factions should be a kingdom faction. doesn't yell at your for the it being the wrong format either.
