The requirements are of being of a clan of at least I want to say level 4 and then finding the right clan screen to leave your current leader's faction and begin your own in the top right.
I've never split with the leader in person as you have to track them down or be near to do it when the other way if I recall requires talking to one of your Governors to declare your own kingdom and it's convenient to be by your fiefs when you do this to defend them.
Yeah I tried to talking to the king, and he just said I would have to give up my fiefs if I renounced my oath.
Anyone tried doing this to a neighbouring lord of the same faction so as to take over their lands?
If you have the funds and resources you could recruit their family and clan members into losing battles to make them poorer and less able to fund armies and their garrison sizes maybe.
