Arena rewards.. Only Banners

Why after a certain amount of playing time, the arena rewards are just banners... No more weapons or armor..

No more weapons to smelt at the forge or equip companions.. It's a bit of a shame I think.

What determines the reward change in the game ? Clan level ?

The number of nobles participating in the tournament. You and yours count too which is why you might end up in that situation.
