You can look at multiple attempts and try to get an average rate of success, but each individual attempt is its own flat % chance.
for legendary result has to be above 4.5.
It's even worse for some items that only have 2 components or don't have tier 5.

i would have one question:
did you use only blade + wooden stick for this legendary axe,
or blade + wooden stick + decoration nobody cares (i always use none for the 3th part)

Sort of fun use one on horseback and catapult enemy riders off their horses though -)
My weapon of choice for that is javelin. If conditions are correct you can hit for over 1000 points of damage.
Sometimes just 1mm less pommel size makes the difference between master and legendary.
Sometimes, if you first make the pommel smaller, for example, if you move 1-4 mm to the left, the damage initially decreases by 1-2 damage points, but then suddenly jumps back up by 2-3 damage points, for example, if you move 7 mm smaller, the damage drops sharply again.
Just 1 mm further, the damage drops sharply again.
You can craft legendary weapons with around 220-250 skill points if the fine-tuning is perfect.
You don't necessarily need to have over 300 skill points.
I've now found the basic legendary settings for my most important weapons, about 12-15, and I have them memorized. Very often, 3-4 of them drop as legendary weapons one after the other.
But if you've just crafted a good, legendary weapon, you should make a few notes, e.g. Blade + pommel + wood..., and then meticulously note the lever positions and the strength + size, because even a 0.05 weight difference can make a difference in whether it's a legendary weapon or not...
But you can only note these values without the legendary bonus (because you also set and build them according to the previous basic values, where the bonus wasn't yet applied,^^).
This way, you can rebuild them again and again based on the values without having to resort to copy mode after every 9th build of a different free-build weapon and build it again so it doesn't get lost.^^

Is the legendary option excluded for some weapon types?
