Modders at large players just like everyone else. They just have some added skills/interest that make them tinker with create mods. If they find other games that interest them more they prone to start make mods for those.
Everyone can download the modding tools, pick up a few tutorials on internet to get the gist of basic coding, then start tinker with create mods, or modify mods that no longer get updates. It's just about how much time and effort you want to invest into it.
As CK3 got mentioned. I downloaded some mods for it when it first was released. None of these no longer get updated. However, as time went on more mods (and better), got released. That is just the nature of mods.
