Which perk? Raise the meek or combat tips?
Personally, I'd go raise the meek but the governor bonus makes me think it's useless for my character.

Ref Raise the Meek -- You do not get the Governor perk but you do get the Party Leader perk of +4 exp per day for T1 and T2 troops, which can help when you are hiring low tier troops.

But I always pick Combat Tips because I like the +1 to troop tiers when recruiting from same culture.

I don't take any governor perks on my characters cause I be working not playing mayor :)

So you would not pick Charm 25 Virile to get 30 percent more likely to have children because it has a Governor perk attached, even though the other Charm 25 option Self Promoter is pure useless ♥♥♥♥♥.

Weelll.. depending on your perspective Virile could just as easily qualify as the useless one.
