Skill Learning Rate Floor

Does anyone else feel the learning rate should at least have a floor of like 0.01x?
After quite a few playthroughs, hitting the learning cap always seems to happen right before a milestone and getting through it takes longer and longer each time as levels progress of course. Honestly it's gotten tiring.

You could argue the 6 Attribute, 5 Focus Point caps you at 274 is lame, but TW wants you to have 7 in an attribute to max out a skill. My guess is it stops players from being able to max out too many different skills.

If you're getting tired of the grind, it might be time to try something else so you can recharge your battery for this game.

Afaik there is mods out there that can adjust how many focus and attribute points you get at level up etc. But kinda defeat differnet playstyles if you can just do anything and everything on one character.
