How to always be eligible for fief selection?
Im a king, I conquer settlements, I want to decide who gets them (me). Game is bad, will make me give them to braindead lords. Is there a mod or other way to make sure my character is always available for fief selection? Or will make it easier to give fiefs to who I want? Or a way in the files to make the fief mine after the fact?

If you are looking for a mod, this is the mod you want, it greatly improves the fief mechanics.
For example, if you take a castle or a city, you can make that place yours without needing approval or anything like that, and a few more additions that the mod makes!

In the base game, you have to abide by the in game rules. If you want to increase your chances:

Any clan in your faction with 0 fiefs will almost ALWAYS be given the first fief acquired after they join.
Location, location, location. Proximity to the conquered fief plays a big part. I've joined a faction at Tier 2, then promptly got four fiefs because I was given the latest conquered territory, then the three fiefs conquered after that - we were rolling through Sturgia, and my clan was the only one up there. This works up to a point.
Higher Clan Tier = more fiefs. If the game thinks you don't have enough, they'll start trying to give you more.
Give away the fiefs you have. If there's a fief you really want, give away the rest. Having little/no fiefs will put you at the top.

If you made your own faction, you're best off carving out all the territory you want for yourself. Then recruit clans and let them fight over what you don't want. Keep in mind that if your vassals have no fiefs, or crappy fiefs, they will be completely useless to your kingdom.

Or, you can turn on cheat mode and give the fief to yourself after the vote via console command. Then you can give the fief to any clan in your faction.

If you only allow 2 more clans into your kingdom, you will always be in the vote.

You can just save up enough influence and simply take them. This will upset the vassal, but they will get over it. There are kingdom policies that can make the influence cost for taking fiefs from vassals cheaper. No mod required. This feature is already in the game.

how does one simply take them?

I believe it's the Precarial Land Tenure policy. You can propose taking away someone's fief, and this policy reduces the influence cost of the ruler to do it.
