True. Sometimes people just mistake period clothing as being feminine because of historical ignorance. Like thinking Kings/Noblemen in the colonial era being "girlymen" in portraits because they're wearing high-heeled shoes. Men originally wore such shoes not women.

I think that Vlandian Dress (Corseted or Lady's Dress if I remember correctly?) was the same culprit from months ago someone had on a new companion. Which was Vlandian or Imperial in culture.
My guess like I guessed back then, is that the dress made its way accidentally into the male spawnable clothing list, or something in its item entry within the armour file no longer flags it as female clothing. Basically the game thinks its male clothing and spawns males of that culture type with it randomly.

Because it wasn't a thing back in medieval times.. If you want such, go find some mods for it.. -)
