I think the best way is to marry someone from the culture you need. Or marry one of your brothers to someone from the culture you need.
If you need to buy some time to do this, make your older brother governor. He has enough stats he'll do in a pinch.
I do not like to put wanderers in charge of towns unless I absolutely have to. Family is better.
I'm currently playing in sandbox mode, so I don't have any family other than myself and my wife + child.
I've tried using that, but it doesn't show wanderers or anything in it, which are the only people you can put in your party and then assign as a Govenor. Outside of that, you have to marry someone or have someone in your family from that culture, which I don't have.
That's why the cool kids play campaign. They can rescue their family, then ignore the rest of that main quest.
Those family members can be a lot of help. Older brother is, I think, best companion in game.
