if they do not cause any issue, move on to test the smaller mods maybe two or three mods at a time.

I am going through each mod just to see if i can get past this point, so far I've had no luck but will keep trying

However, given it's a campaign system error, you will want to try removing any mod that might affect that. Possible mods would be: Governer's handle issues, Houses of Calradia, War and AI tweaks, Encyclopedia extender (this caused me some issues a while back), Family Tree, BannerKings (most likely suspect), Fourberie, Surrender Tweaks, Calradia at war, and Calradia factions enhanced.
In my experience Bannerkings does not play nicely with quite a few mods, especially smithing ones, but I've had this error with Bannerkings conflicting with other stuff before and ended up getting rid of bannerkings completely. It might not be BK obviously, but you can see what conflicts by putting BK right at the bottom of your load order, and then disabling the mods above one by one until the error goes.
If you remove BK, you can say goodbye to your save alas.
OP slams in a bunch of mods, then blame the game because it doesn't tell him which one fubared his game.
Because he already proved it wasn't the mods, he said he checked to see which mod caused it already and still experienced the same issue.
I would bet you dollars to doughnuts he hasn't deleted them but has merely disabled them. Only way to tell for sure is to delete them all and probably reinstallbecause there may be mod lint left behind.
Plus there is a non-zero probability whatever mod is causing this has corrupted his save file.
Moral: Do not dump in all your mods at once.

@Clovis Sangrail - I appreciate the comment.. but i haven't derailed this game in anyway, i love this game but bare in mind i had to install addons and mods in order to even run the vanilla game shows how much improvement is still required for it..what IS frustating however, not just with this game but many is when a game breaks, a crash report is meant to display the cause of the crash...yet it doesn't, at that point it may as well of told me that it crashed "because the sky is too blue".. not helpful information in the slightest. Deleting mods may work on other games but not for this game, simply removing it from the modules folder does the job which disabling a mod, does. Bare in mind this game has ran great for 40 hours without issues, as i did do test runs without crashes also but would not of picked up this issue so early on. Hope that makes sense.
