the max bonus you would read for "footmen on horses" would be when you have 1 companion or 1 infantry troop and they have 1 riding horse and less than 1 other horse to handle. then the number would read the highest
You only get party speed debuffs when you have too many animals or you get some wounded who cannot contribute to your total party animals
prove to me with multiple screenshots that these two are linearly tied
Each foot troop you hire can go faster with one non-pack horse and also can support one pack horse. if you go above that one to one to one limit you get a herding penalty.
