ETA: If you want to get around that, you can change the Diplomacy settings. Reduce the minimum duration of a war to some number of days less than how long you've been at war, and the AI should allow peace. Or jack up the amount of War Exhaustion that is generated from war activities. This will also affect any other wars the AI factions are engaged in.
I disabled War Exhaustion but the Propose Peace option is still greyed. Says Active Quest is preventing it. Could their be another mod blocking it?
You can probably console command your way out of the war if it's just perpetually stuck, and fighting isn't pushing the meter up.
