Seems a huge oversight by the devs either way to not have an introductory weapon for the unskilled.
OP is quick to blame the game, when in truth, he simply did not look hard enough.

There is a Simple Light Crossbow that does not require any points in Crossbow. The only place I have found them is in Imperial towns. But the first one I went to when I was checking today had 154 of them. I checked 7 Imperial towns, and they all had them.
Could be, but I have found that 'I looked everywhere' usually means 'I checked half a dozen or so towns that were close.' I have never not been able to find them if I wanted to field some xbow companions or wield one myself.
This is true. It seems each new game I start, certain items I have never seen before are suddenly available and others never show up. Tournaments do that occasionally too... same usual suspects of mostly horses, helmets and weapons, but then a random "huh never seen that before" reward
Be aware, a tournament prize is dependent on how many lords are participating. The more lords the better the reward.
