As far as their architecture again you have to look at Battania as a once great culture and "nation" that has been heavily reduced by in-fighting and wars with the Calradian Empire prior to their civil war. Their cities show this with the actual size of some of them being FAR bigger than some of their more urban counterparts but vastly more geared towards defense, sometimes even between different districts (see the in-fighting). Basically when you look at a Battanian settlement you have to see it as a structure that has been destroyed and rebuilt multiple times, each time building directly over the last.
I'm intrigued as to why you think they fall flat with the Celtic references, as the Falx and longbow (throw the Welsh) can be considered as Celtic along with their skirmishing tendency. Their culture is also heavily oral tradition based which also draws inspiration from Celtic/Gaelic cultures.
I mean this is all just plaver vs AI we are talkin bout here. None of that stuff matter in AI vs AI auto battles.

You as the player got agency over what units you want to use. You are free to "shop" units from all factions. Like you can play as Sturgia with beefy infantery and recruit fians to back them up.
As the AI expand and capture fiefs they too will recruit more local and their units will end up with a mish mash of troops.
I once had a campaign where Vlandia took over most of Battanai,then Battania took over most of sturgia, and Sturgia took over most of the Khuzaits. Seeing Sturgian armies made up mostfly of khuzait mounted units was a bit wacky. If you look at real world history it's not uncommon though. Alexander the great did recruit local as his campaign moved on. The Roman's had auxillaries that was recruited all over their empire and so on.
