Greetings to all,
As the title indicates, I am at the stage where I killed the bandits etc I have more than to decide when I want to form my kingdom thanks to my banner. In short I am tier 6 clan etc say that I am well advanced, but by leaving and then searching without finding I come to you, ask you the question.
I am told that the last time they were seen is Baltakhand but impossible to get their hands on. That is to say both are well over 18 years old.

Look in your quest journal

You're saying you can't find your brother and sister? If it says they're in Baltakhand, check the lord's hall and the tavern
If they're not there, open your clan tab (L), click on them and there's an option to summon them to your party (an icon with two legs if I recall correctly, below their name, ~center of the screen)

When they old enough you can just recall them to your party from the clan menu.

I'm rather impressed you didn't pick up your siblings before now. When the game starts giving me marriage offers, that's my cue to call them to the party so they can be useful.

They start at level 1, and since you're about to start your kingdom, they both make awesome governors. Level them into the perk trees that have the governors perks you want.

Don't marry your sister off though, because she'll leave your clan.

I usually just tell them to start a party right away. Their gear etc doesn't matter and they will start pick up skills I need for them right way.

Same for me, hence my being impressed at advancing the game that far without ever having them in the party. :)
