Imperial Equite -> Imperial Heavy Horseman Upgrade: Broken?
Or is there some pre-requisite to upgrade that step like "being a kingdom or vassal?"

I have a force of 86 Sturgian Heavy Spearman, 24 Fian Champs, 3 Imperial Palatine Guards, and 2 Imperial Veteran Archers (Companions) and 42 Imperial Equites.

I have had 42 to 45 Imperial Equites for something like two in-game years through countless episodes of discarding weapons and armor for XP . . . we're talking probably 200 to 300,000 in XP and those guys have NEVER upgraded.

I will soon have no soldiers with any upgrades left (the handful of Imperial Vet Archers) and if adding 20,000 XP worth of stuff STILL doesn't prompt any of the Equites to upgrade then I can only surmise that it is either broken or there is a mechanic to prevent them upgrading until the clan has achieved some threshold.

sounds more like you dont have the right horses in your inventory

You need to have war mounts in your inventory to upgrade Imperial Equite to Imperial Heavy Horseman.

Does any mount called a "War Mount" count? I vaguely recall seeing something about the required horse for the Vigla to Equite upgrade, but now I cannot find any such information in the Encyclopedia or Wiki.

So yeah . . . it appears any horse with type "War Mount" will work, but "Noble Mount" will not (maybe . . .)

Side note -- If you maintain good relations with the notables in villages attached to Imperial castles, they will frequently have Imperial Heavy Horsemen available to recruit. Since these already come with war mounts, future upgrades are cheap because no horse is needed.

and vlandia tier 3 noble cav is the best (gallant?). they have a war horse.

try to recruit them. (i mostly have some prisoned and recruit them when needed)

Depends how heavy the villge being recruited in as well though. The longer time before units get recruited in a villge, the higher tier they become.

Totally subjective assessment -- It seems like if I own the village, and if I take care of the notables and maintain good relations with them, they always have good recruits for me, Nice T4s like those Heavy Horsemen and Gallants and Battanian Heroes.

I think it is as Ruffio says. That the LONGER they keep their inventory the more it upgrades (actually I don't THINK, this is true).
When a player sees MORE of the high end stuff in his connected villages, it PROBABLY has something to do with the Relation of the notables (and I don't just mean how MANY u can recruit). but it also seems to matter what the other dudes relations are.

For example. You are solo. U take Marunath.
Any/all Battania around u will take the troops ASAP. But as time goes on, they inevitably lose relations with them.. and focus on THEIR villages as well.
Vlandia WILL NOT be taking most of your Troops.. since wrong culture and SHOULD be less relation (but it usually is not).

Solo is when u see the BIG difference

If u vassal or are king... Then the OTHER lords tend to value THEIR fiefs for more recruiting. Yeah, when the pickens' are slim they will take anything. but they TRY to take from themselves. So eventually the ai lords Start to take less and less of yours.

I don't think that disproves that "longer time before troops recruited, means they level higher. "
If I were to guess, I'd say they have a perk that gives EACH TROOP. 50x per tier or something like that. So recruits take a bit longer. but tier 3 dudes go to tier 4 kinda quick in comparison.
