In my experience not the speed per say. I noticed it took a long time to get my horse up to speed and wondered why that was. I had around 260 riding and the fastest horse. It seemed sluggish.

I decided to test it. I rode it from a stop to full speed. With the lightest barding and the heaviest barding, the 75 armor which is 135 weight.

The top speed did not change but it took longer to accelerate up to speed with the heavy barding.

NOTE: I have not tried the test since game was released. But it seems the same. shrugs

NOTE 2: It is easier to speed up when going down hill than uphill also.
