So I used the mod "Character Manager" to change my culture so my settlements would have some more loyalty but the -3 isn't going away.
I really need to raise the loyalty of my settlements because I can't actually build anything there since the construction is so low, but my construction is so low because my loyalty is so low. I feel very stuck. I don't have enough influence to sway policies or start a war to gain influence.

How about instead of slamming in a mod that obviously didn't work, you learn to play the game?

Search this forum on 'Loyalty', and you will find that there has been a ton of discussion addressing this very topic.

You will need a Governor of the same culture as settlment, a governor with + loyalty/security traits, and/or do quests for NPCs in the town and it's villages to improve security/loyalty I believe. Use the festivals daily etc.

Also make sure you save/load after using things like character manager. some changes only take effect after reloading. Lastly try beating up some gang leaders in the town and see if that has any effect on security, loyalty or prosperity in the area. I would make a save first in case it has a negative effect.

This is actually so funny. You have been on this crusade about not "slamming in mods" for over a year now. I did try and do it without a mod, but there is nothing I can do in my settlement to raise the loyalty because they all require construction, but my construction is, like i said, stuck at 0. Why even waste your time commenting just to get you and your superiority complex off? I paid for the game I'll enjoy it however I want to. "How about instead of slamming in a mod that obviously didn't work, you learn to play the game?" -🤓

The daily defaults don't work because my construction is stuck at 0, I'll try completing tasks and such.

You know, you can make as many snarky and disparaging remarks as you want, but in the end, I'm not the one who cannot figure out how to handle Loyalty so I can keep my fiefs. In a current campaign, my main character is a Vlandian lad who rules three Battanian cities, plus three castles, one each from Battania, Vlandia and Sturgia, and there are no Loyalty or Security problems in any of them.

All of this with no mods.

This works for me, and even before I start a kingdom.

Install govenor of right culture. Sometimes doesn't need to be skilled at all. Just need a body of the same culture to set in there.

Stack garrison and increase security in the area.

Run daily festivals until loyality is up, even it will take time. Once high enough I start a project which most of the time Is to level up the festival (If it's already at max I do something else). Loyality will drop meanwhile the project is being built. Once it's built I focus on daily festivals again until loyality is up enough to start another project.

Unless you made a kingdom, it's all about micro manage fiefs and throw extra cash on it. If you created a kingdom there is policies you can enact that make the loyality debuff a non issue at all.

Mod's is just another way of cheating, but how people want to play their game is up to them and doesn't affect anyone. Doesn't make them any better at the game though.

The easyest way to avoid any cultural disadvantages is very simple.
Plan the game already by creating your main hero.
If you want conquer emperial cities first, just choose the empire culture for the main hero.
Now you could have as many fiefs as you wish without any pain.
Hire additional a governor of the same culture and you have loyality in very positive numbers!

Not really. Recruit a companion from the right culture for the town, make them governor, run a larger than normal garrison, build the fairgrounds to level 3, and stay on top of doing the town/bound village quests and it's not hard to keep them happy. Bonus if your governor has perks that give a bonus to security or loyalty.

It's easier if you have the same culture, but with a bit of work any culture can rule a fief of a different culture without much headache. It just takes some time and a lot of babysitting when you first get the fief.

I think in charm skill tree there is an parade perk that gives 1 loyality per day you stay there.

This pretty much nails it, and it doesn't even take that large a garrison.

It helps if they are located close together so you can make your rounds checking on things and doing good deeds.

You're probably going to have to check the Steam Workshop or Nexus page for the mod (if there is one) for troubleshooting purposes, otherwise you're probably not going to find solutions to that kind of problem on the steam forums, especially with weird purists like Clovis around. Loyalty being absolute-zero in a fief regardless of food/garrison isn't something that really happens on native.

Yeah, but that shouldn't be a priority since it's rather high up in the Charm skill progression and requires the player to sit on their hands in a fief. It's not useless, but there are other sources of loyalty.
