if not preg, load save and try again.
its best to get brother and sister in law together, usually preg together XD
so i guess waiting in siege camp will also get u preg

so best practice would be just go in town, and click wait in settlement with save file .
You could just take her to your party - as you'll probably rest a few times in settlements on your travels she'll get pregnant eventually. That's how I made sure my couples do their conjugal duty. ;)
Well, that's a pretty bad gameplay mecanic imo.
