my advice is to give away bad castles. keep only fiefs what actually benefit you. tons of fiefs out there. and kingdom will give you another. wait until right one, preferably town.
Festivals without construction will float your loyalty to decent lvls to begin construction.
Make sure security isnt negatively impacting construction.
Rinse and repeat.
Eventually your fief will float itself even if you have a -3 to loyalty.
Good thing is castles currently can't rebel. They just don't build or give taxes and their villages won't produce.
If you assign a governor that is the same culture as the castle you get a +1 loyalty back a day, and if that governor has any loyalty perks that can be picked will help. Also, you can run festivals and games to gain +3 loyalty a day in castle management, but you can either build or run one of the continuous projects, so you would have to put on hold everything you are building.
Another thing you can do is build really high relations with the notables in the villages bound to the castle, eventually and once they are high enough they will become supporters of your clan and give you influence and loyalty. Run quests for them, keep high security with a large enough garrison for them, Clear nearby hideouts, and if your governor has decent charm will slowly build relations. With towns you can leave a family member or companion in the town and they basically sweet talk you up with the notables. Not sure with castles, but I think if you leave someone with some charm in the castle they will do the same for you with the notables in the villages, or you might have to leave them in the village itself.
