Early game it's a pain, yes. Just don't use what you can't afford, higher tier melee units and ranged units are better.
There are no "good" non-war horse cav units.
i also did not asked how to get war horses, i know that
well that was never the question, and because i dont use what i cant afford im not using war horses early
I also like Vlandian noble line. They all come with horses, so no horse expense. You can get T2 Squires and T3 Gallants right out of the gate, but if you are a little bit nice to the village notables, you can get T4 Knights. Get a mobile strike force of these guys, then become a mercenary and go raid caravans. No need for war horses for caravan raiding.
I also like the Imperial noble line. First, there are so many Imperial castles and villages that they are easy to find. I avoid those T2 Vigla Recruits because they don't have horses, but it's not hard to recruit a force of T3 Equites. And the best thing -- the next tier T4 Heavy Horsemen come with war horses and are recruitable from castle villages. No war horse expense when you can recruit these guys.
It's a bit cheap answer but I'm also leaning toward this.
Caravan Guards as mentioned, also their equipment varies wildly from culture to culture. The veteran guards are horse archers, but the regular guards can vary from being mounted with crossbows and lances to giant two-handed bardiches. Not the absolutely best unit but can hold their own and no need for warhorses.
Last option would be the minor clans that have mounted units, rescuing or recruiting from prisoners. Upgrading those units all the way wont require a warhorse if I'm not mistaken. They vary from outright useless (Eleftheroi) to being nearly as strong as full noble cav (Ghilman)
overall you guys need to get less scared of fights with low tier cav, if i have 120 T3 horse archer that i use atm, they can take out lords with also 120 units from T2-T5 units. cav especially archer in high numbers doesnt need to be so high cause the combat is diffrent, the biggest downside is that you will lose a lot of them in a fight like this (and that gives me medicine XP so win-win) but you should still always win unless maybe the enemie has many high level cav units. but in the end my char atm has polearm and bow and is ready to kill at least 20 enemies too before all my units are down.
i will defenetly try out the sturgia throwing spear guys, the other 2 are maybe better in a melee cav focused run
