Best way to unlock parts is to smelt the weapon type you want to learn. Either buy them or make them. If I am wanting to learn 2H polearms, I make a bunch and then smelt them. There is a random element in which parts you get, so save first, then reload if you don't like what you get.
Higher tier weapons yield more parts, not better parts. You still have to have all T3 before you get T4.
And get yourself the smithing perks Curious Smelter and Curious Smith.
You don't expect to unlock parts for other weapons types do you by just smelt one type of weapon?
Smith crappy daggers... smelt the same crappy daggers. Learn some new parts. Make new crappy daggers with the new parts. Smelt the same crappy daggers with these new parts. Learn some new parts, rinse and repeat... Make sure you take perks that increase learning parts through smithing, and smelting.
But daggers and throwing daggers, while a good source for smithing materials, don't bring good profits, so unless you have your heart set on T5 daggers, you would be better served smelting and forging 2H swords or 2H polearms. Higher tier = more parts.
If you get a lot of pugios its easier to just smelt them down to use the raw materials in smithing other weapons to sell for profit, than have to keep refine iron to steel to fine steel etc. Once you can start smith weapons of any value. I just trade them for other weapons on the market I know will unlock parts when smelt them down. For some items, its the fastest way to unlock parts. Such as for axes, javelins, polearms, maces..
