can you change your culture?
I am a imperial citizen, I took over imperial lands. I want to get this banner but it tells me I do not own any non imperial lands. Do I have to make war on another nation? I want to form a kingdom but I am just taking over land, cheating like hell just to see what I need to do?

wow wow wow. if you are new you are really really far from making your own kingdom. the main quest is a bit missleading cause its newbie trap. you shouldnt make an own kingdom till you know everything about this game, are really really got at war and have at least 3 million denars.

the best to start out with is to be a vassal of another kingdom to learn the things.

You cannot change your character culture AFAIK, even if you can select the culture of your realm when founding one.

It is far easier to get in charge of things by joining an existing faction and become elected their ruler.
Short answer: No.
I do not want to be a vessel. I have 3 million dollars, the quest says own one piece of land, check, reach teir 4, check. I went back to the guy to give him the banner or for him to do something to see the quest go further, and it says I do not own a non imperial land. So what I guess I have to do is restart it over before I made war on them, and go attack the sultans or something. Will the quest advance then?

The place you went wrong was playing campaign, especially if you are cheating sandbox is a lot more fun
Well the city I live in or what I took over is a Brittania culture, that is not a empire culture. Or at least I do not think it is. But it says I must not own a empire culture as my city> My character is a empire culture, does this mean I can not make a empire out of none imperial . Or does the mayor change the culture. I am confused.

maybe it is a bug, to make the dragon banner?" I do not think battania is a empire culture, so I should meet all the requirements. It is not highlighted when ti says yes I am ready to advance the quest. all it says is I do not own a non imperial lands or something like that.
You need to make a Kingdom 1st. How to do it is assign a governor in a city/castle and talk with him about forming a kingdom. Then go to the quest giver and continue the quest. Spoilers end quest is a massive grind with usually a 3 faction war you cant quit untill you beat and capture enough towns untill you reach a 100 points. And thats each faction seperate....
ya I got it thanks, How come I can not award my brother his own city? I can award my companions when I have enough pity.
