It probably won't take ten years.
Though expect them both to take quite a long while to really be fair amount complete. (obviously especially the lotr one).

All you got to do is remove the game from steam folder so updates don't break it and then update when you find version worth it and mod is set to it.
(goes for other games as well)
It will just be likely a long time before it truly good instead of just tossed on mesh pretending to be a city on the map and limited looks and potential events etc...
