Final product must probably be around 25 GB. One of the reasons some AAA games have such inflated file sizes is the amount of voice over files like The Witcher 3 or GTAV, but considering that M&B is your typical text heavy choose your adventure RPG, that's several potential GBs cut from the overall file size.

I know they have fair use policies in Turkey that enforce download quotas.

We are in Europe, for the most part, used to no quotas.

Large file size, uncompressed audio, is also a way to slow down piracy.

Hence why you see repacks of games on torrent sites after a while.

What is the problem with 40 gb? Even Syberia 3 (an adventure point and click game) needs ~30-40 gb too. (devs said that) It's 2016 with fullhd- 2k-4k resolutions, more contects, bigger-better more detailed enviroments, etc.
