so does a better reputation with the boss (and other vassals) make it more likely to get a settlement or is it the maxed out fiefs. I have 2 castles and really want a settlement now....
If a ruler gets 300 influence per day, he can do what ever he like and 300 influence is possible, by having many supporters from the notables and having clan members with 330 charm and the immortal charm perk.
After them I try to conquest another nearest town too, so I become both.
And you have to ensure you have high relations with a ruler and high influence in the kingdom.
To have a lot of friends between the lords in the kingdom is also very beneficial.
Castle is better to leave for lords, so they can partool the land between your cities.
I would say your best bet is to ensure you have a good "Strength" rating, as in the power of the forces under your command, including garrisons. Then, make sure you don't have a bajillion monies in inventory. Also, your Clan Strength may matter in the final Awarding of the fief. Distance between fiefs owned is a factor in initial Selection that could have an impact, perhaps. (The game calcs this during selection, but it's compared against the average distance between fiefs that Lords own in the faction, itself. So, if all Lords only ever own fiefs close to each other, that's going to have a larger impact. The same goes for the reverse.)
Voting? AFAIK, it's still largely RNG. I don't know that any reputation score or traits matter at all, atm. They might, but they didn't used to matter in any sort of Vote. A good Reptuation with a King may have always mattered, but only in a situation in which an RNG Vote doesn't match up with whatever the "best practices" the selection algorithm has decided. IOW - King Overrides could be a "fail-safe" error-checker for formerally/currently RNG-based voting mechanics.
But, examine who the King gave the fief to. If they are a new poverty stricken Lord, the Faction AI is nearly duty-bound to give that Lord an income/fief rather than to keep paying that Lord a hidden income coming from the faction's wallet-mechanic, also hidden. (It's a work-around to prevent no-income Lords from being completely... worthless. They get a stipend up to a certain amount.)
If it's a very powerful Lord, though, with rich-monies... then, I dunno... :)
Somehow, the Leader will give you a fief regardless of who win if you dont own any fief. (if Im not wrong). Becareful though, once you give up your castle you will lose the prisoners and garrison troops in that castle. Not sure about the items in the stash.
plus, if kingdom clan has no fiefs, it has preference in ruler decisions.
also matters distance from current fiefs, power and voting in the end matters too.
