From my experience if a town has at least 2 villages that produce a certain raw material then the best workshop in that town would be the corresponding workshop that uses that raw material. If not then just build a brewery or pottery workshop since they are in demand in most towns and will consistently make 100-150 denars per day. If you are still unsure then you can always save before building a workshop and see how much money it will make after a week or so.
You should look for two things.
!) The town has to have its own supply of the rawmateriala needed and 2) it should have as high prosperity as possible. Richer town consume more goods and you essentially want the town to be able to. more or less, consume all the finished goods on its own. If not the price and the profitability of the workshop will tank quite fast.
