I think you should keep whatever culture bonus you started with but be able to have your children adopt either culture of the parent, especially if the parent is a vassal of a culture they are not a part of.
Furthermore, when fiefs are handed out you usually get three options. I think it should be mandatory that one of those options bean appropriate culture. So if you are an empire faction with an Aserai cultured clan and you conquer an Aserai town/castle then the Aserai clan should be an option.
Culture penalty is bad enough for the player owning a front line settlement let alone an ai.
Charm perk - Natural Leader - Adds +10 to town security per day
This is available at Charm level 200

the greater problem is to convince the kingdom / clans to accept this.
i dont see a advantage my clan can handle the culture panalty and all other clans loose the towns from rebellion every week...

I mean that putting in mods to add content to the game is one thing, but putting in mods to make the game easier, such as adding a mod to get around dealing with the culture problem, is cheesy, cheesy, cheesy.
Some people think saving and reloading is cheese. Some think making javelins is cheese. Some think setting the damage options to easy is cheese. Some think that refraining from making a kingdom so the factions won't attack you is cheese. Me, I think that modding out the challenges is cheese.
They are all cheese in one form or another, and modifying the game to cancel out the culture penalty is just as cheesy as spamming javelins.
But that's OK. One man's mod is another man's cheese, and it's a single-player game, so who cares how much cheese you serve. But if you are serving cheese, at least be honest and recognize it for what it is.
