Another source of good archers is forest bandits, which can eventually become Bttanian Fians if you have the right leadership perks.
I think it has to do with the power of the notable, but I don't know if it is possible for the player to boost the power of the notable or if they are just spawned that way. Maybe if we do lots of quests for the same guy he grows stronger?
I just started a playthrough as Battanian but haven't spent much time in Battania. I'll go back and play around a bit.

I do hope they redo the troop trees and not lock an entire faction out of a soldier type because it is only available to nobles.
Don't care how crappy the troop is, every faction should have access to spears, shields, archers, and cav from the base tree.
People like to complain about the archers being hard to get, but they forget that the Battanians are already excellent with thrown weapons and the elite archers are their super weapon.
What he said. Fian Champions are incredibly powerful, beating all other archers in range, damage and rate of fire. They NEED to be hard to get. Get 20 of them in line and you've got yourself a machinegun.
Don't overlook the fact most Battanian infantry also carry throwing weapons which will do a lot of damage at short range, right before shield walls connect, and is enough to protect them efficiently from head-on cavalry charges.
I love the fact that as a Battanian my archer options are either Robin Hood-type bandits I've had to go through great lengths to capture and recruit, Azincourt Longbowmen straight out of a slightly biased history textbook that will effortlessly decimate a heavy cavalry charge from half a mile away while drinking tea with crumpets, or cheap stand-ins recruited from eastern-themed factions (a.k.a the Polish archers ;) ) You don't get more accurate archetypes than these !
